The Central Credit Register (CCR) is a database operated by the Central Bank of Ireland that stores credit information on loans over €500. Lenders submit personal and credit information in respect of loans and credit applications. From 1 February 2025, lenders are also required to submit personal and credit information of any guarantors in respect of any guarantees for loans entered into on or after 1 February 2025.

Guarantee Reporting Requirements

From 1 February 2025, a guarantee is required to be reported as one of the following; a Personal Guarantee, a Limited Personal Guarantee, a Corporate Guarantee, a Limited Corporate Guarantee or Other Guarantee depending on the individual/entity providing the guarantee.

In order to accurately report a guarantee, two pieces of information are required. Firstly, the credit information provider (CIP) (i.e. the lender) must provide the guarantor with a credit information subject (CIS) number. This is a unique number for the guarantor. Where the guarantor is not an existing customer of the lender, a CIS number must be created for the guarantor for the purpose of reporting the guarantee. Secondly, the role of the guarantor must be specified, in addition to whether the guarantor is an individual or a legal entity. In the event that a lender calls in the guarantee, the lender will be required to report this in the “Credit Status” data field.

A Note for Guarantors

If you have provided a guarantee for a loan for another individual/entity, or are in the process of doing so, the lender will have a right to request a copy of your credit report containing “subject data” such as guarantor name, address, tax number, CRO number etc. and “contract date” which sets out the type and scope of the guarantee.

In practice, a clear warning notice should be given in the front page of the relevant guarantee, highlighting to the prospective guarantor that their information may be reported to the CCR for other financial institutions and lenders to view and assess. This information may be borne in mind in future credit applications.

Please contact a member of the Banking and Finance team for further details and advice in respect of the above or any other aspect of a credit transaction.
